RE PENDING ELECTION

As the forthcoming State election nears I would like to put the following wish list before you on behalf of the City of Bunbury.

1. The first is a commitment that if a Liberal or Coalition Government is elected, you will implement the approval given by the Minister for Consumer Affairs for Sunday and Public Holiday trading in the Local Government Authority (LGA) of the City of Bunbury which is as follows:

(i) 52 Sundays a year from 10am to 4pm

(ii) Public Holidays from 10am to 4pm except Christmas Day, Good Friday, Easter Sunday and Anzac Day.

(iii) These hours to begin on 4th January 2009

2. That your Government will continue with the Bunbury Harbour City Project through LandCorp (with such modifications as the City may approve) and immediately provide LandCorp with funds to partially demolish and refurbish the remainder of the Timber Jetty, and at least a 300 pen marina.

3. That you will not interfere with the tripartite agreement between DOLI, LandCorp and the City of Bunbury for the remaining residential development at College Grove.

4. That you will encourage Western Power and the City of Bunbury to complete the undergrounding of power in Withers, Usher and Glen Padden and contribute such extra funds as may be necessary to reduce the contribution required of landowners.

5. That your Government will establish a South West Regional Museum at our Three Waters site in Koombana Drive in Bunbury as a branch of the State Museum, and provide the same recurrent funding regimes as are provided at Albany, Geraldton and Kalgoorlie for the regional museums in those centres.

6. That your Government will agree to consider the amalgamation of Local Authorities, and Bunbury, Harvey, Capel and Dardanup into one Local Government Authority in particular.

7. That your Government will provide the staff and funds to properly resource the implementation and management of the Greater Bunbury Regional Scheme (GBRS) and to fund the acquisition of ROS and infrastructure locations within the GBRS area, and to DEC for the management of the ROS spaces, including the Coast to Preston Regional Park.

8. That your Government in exchange for the freehold land and current Bunbury Endowment Land areas being transferred to the State by the City of Bunbury as part of the Coast to Preston Regional Park will:-

(i) Grant Freehold Title to the City of Bunbury for:

(a) Hay Park

(b) Our Depot areas

(c) The Three Waters site

(d) The site adjacent to the Lighthouse, and will also:-

(ii) Contribute $2.5 million to the proposed Athletics Track at Hay Park

(iii) Contribute $3 million to the redevelopment of Hands Oval

(iv) Contribute $4 million to the 7.5 million extension and refurbishment of the Bunbury Regional Entertainment Centre

(v) Contribute $2.5 million to the improvement of the Hay Park soccer facilities and portion of the piping of the 5 Mile Brook

(vi) Contribute $7.5 million to the refurbishment of the other sections of the 5 Mile Brook and $5 million to the piping of the remaining open drains in Blair Street and elsewhere in Bunbury

(vii) Contribute $5 million to the provision of infrastructure and management of the Turkey Point Reserve areas

9. That your Government will enter into a Memorandum of Understanding on the future relationship of the State Government and the City of Bunbury with commitments to identified community and social infrastructure requirements

10. That your Government will contribute $3 million per annum to the development and implementation of a Greater Bunbury Regional dual use path system

11. That your Government will contribute $3.5 million to the construction of a Regional Visitor Information Centre of the Three Waters site

12. That your Government will develop an overall plan and funding sources for the provision of playgrounds and other facilities for young children in Greater Bunbury

13. That with respect to the regional infrastructure both social and economic, your government will encourage the development of a Regional Plan for the area from Mandurah to Augusta similar to the South Eat Queensland plan and encourage the Federal Government and all Local Authorities to contribute to the planning and provision of the infrastructure required.

14. That in terms of other economic and social infrastructure and other needs, your government will:

(i) Proceed with the construction of berths 3A, 7, 8, 10 and 14 at the Bunbury Inner Harbour and the deepening of the existing Port and entrance to channel to 15m, all within the next 7 years.

(ii) Your government will work with the commonwealth government to complete the Bunbury Bypass and Port Access Road by 2014, to a dual highway standard.

(iii) Your Government will implement the fast Train to Perth project by 2015.

(iv) Your government will work with the Commonwealth to increase the capacity of the Bunbury to Perth and Brunswick to Collie railway lines, and to the provision of a standard gauge rail link to the national rail network.

(v) Your government will assist the Kemerton, Preston and Coolangatta industrial parks by the immediate provision of the necessary road and rail links, and an adequate gas, electricity and water supply for major industry to establish there.

(vi) Help the city of Bunbury to implement its Airport Structure Plan including assisting with appropriate sewerage, electricity and other services.

(vii) You will support the Australian Centre for Digital Innovation in Bunbury by:

a) Contributing $200 000 immediately to the City of Bunbury to assist with the digital Laboratories proposed fro the ground floor of the Library

b) $250 000 for Test Bed project

c) $200 000 to assist in the hosting of an Australian and special effects conference in Bunbury similar to that held in Zhuyou last year.

d) $2 million to the establishment of a Professional Chair at ECU in Bunbury for digital content and animation and to support the related courses.

(viii) That you will have a comprehensive and independent review undertaken of the State of South West Highway north and south of Bunbury.

(ix) You will complete the dualling of Capel – Busselton section of Bussell Highway.

(x) That you will do a comprehensive review of the link roads between Bunbury and the Capel, Dardanup and Harvey shires and assist with the necessary funding for the necessary road and bridge improvements.

(xi) That you will do whatever is necessary to facilitate coal exports from the port of Bunbury and containerization and vehicle import to the port of Bunbury

(xii) That you will guarantee the continuance and independence of the Bunbury and Busselton Water Boards.

(xiii) That your government will formally endorse Bunbury’s role as the alternative City to Perth and the capital of the South West region.

(xiv) That you will ensure that as far as practical all State Government and Commonwealth services are provided in Bunbury are as near as practical to the standard of those provided in Perth and the possible relocation to Bunbury of Government departments and agencies.

(xv) Work with he commonwealth to provide a resident family court registry and registrar in Bunbury.

(xvi) Place a resident District Court Judge at Bunbury to cover the South west region.

(xvii) Open a SAAT registry in Bunbury and encourage SAAT to hear all South west matters in Bunbury.

(xviii) Re-establish a South West Health Service independent of the Country Health Service.

(xix) Encourage the amalgamation of ECU and UWA, or ECU and Curtin universities, and make Bunbury a combined campus.

(xx) Allow the development commissions adequate capital funds, and redistribute the regional infrastructure funds to the development Commissions on a per capita basis, and clearly identify by way of legislative change that the commissions have a role in each of economic, industrial, social, sporting and community infrastructure provision, and to work with Commonwealth agencies o that end, including the co-location of Commonwealth agencies with the commissions.

(xxi) Appoint a local Board to oversee the development of Kemerton and/or vest it in the Port Authority for that purpose.

(xxii) Encourage your local members to support the local councils and where possible to work through their councilors rather than against them.

(xxiii) Ensure that where practical the State Government officers who are responsible for the regions, reside in the regions.

(xxiv) Develop a plan for the completion of infill sewerage and underground power throughout Bunbury.

(xxv) Re-establish an Aboriginal affairs office in Bunbury to service the South West, Wagin, Narrogin and Pingelly areas.

(xxvi) Provide sufficient funding to the local Sea Search and Rescue to enable them to require similar boats and facilities to those in Mandurah.

(xxvii) Contribute an additional $350 000 to the Navel Cadets Project as promised by the Carpenter Government.

(xxviii) Assist council with the development of the Stephen Street piazza project.

(xxix) Ensure approval is given to expand the Forum Shopping centre to 35 000sq m to enable to a Myer department store to locate there.

(xxx) Assist the city in encouraging the development of new hotels in Bunbury, preferably in conjunction with a convention centre.

(xxxi) Establish a specialist DOIR group in Bunbury to focus on the regional infrastructure and especially the Port, road, rail and utilities provision, and the development of Kemerton, Preston and Coolongatta Industrial Parks.

(xxxii) Assist lotteries to provide an additional Lotteries House in Bunbury to assist Advocacy South West to relocate to secure premises.

(xxxiii) Support the City of Bunbury to make Big Swamp and Queens Gardens, centers of environmental excellence, including an Educational Resource and new home for the South west Environment Centre at Big Swamp, and an associated interpretive centre, with support facilities for friends of our reserve areas.

(xxxiv) Develop a clear plan for a Noongyar Cultural Centre in Bunbury and indigenous tourism and arts businesses in the South West, using Our Three Waters Centre, Roelands and other cultural sites of importance in the South West.

15. That you undertake that any current or future budget surpluses are not used to fund reductions in State taxes, duties or fees but rather used for regional and rural economic and social infrastructure.

I appreciate that this is a long list, but it is by no means comprehensice and no doubt there will be other issues that our Chief Executive Officer and Coucillors and residents may wish to raise with you.

Most urgent is the financial commitment to the Australian centre for Digital Innovation, and the development of a South East Queensland style regional plan and infrastructure plan.

If at all possible, my Councillors, Executive Management Team and I would welcome the opportunity to discuss these matters with you on one of your visits to Bunbury.
