It is Kevin Rudd's manifesto to cure the world's ills - how he might have built a "Team UN", if only Malcolm Turnbull had not stood in the way of his quest to become the next secretary-general.
In a report that offers a fascinating insight into what might have been, Mr Rudd, now describing himself as "an ordinary, global citizen", has delivered a 65-page personal blueprint for restoring faith in global diplomacy.
It might be seen as a CV to be thrown on the pile of failed job applicants, but appears instead to be intended as advice for next UN chief, whoever that might be.
This is what Kevin Rudd wants:
* A summit in San Francisco by 2020 for world leaders to gather and pledge their faith in the principle of collective action.
*A secretary-general willing and better equipped to "build bridges" between the superpowers on complex challenges for the future.
*Women in 50 per cent of UN top jobs.
* The global organisation to "learn to live" within a tight budget.
Mr Rudd's new report, UN 2030: Rebuilding Order in a Fragmenting World, was launched in New York overnight . It's a document described by famed Norwegian diplomat Terje Rod-Larsen as a "cry from the heart", calling for the UN to adapt to a world of rapid change.
Mr Rudd has written the report after serving as the head of an "Independent Commission on Multilateralism" for the past two years, a role in which he cris-crossed the globe to consult for a final report to be released next month.
It is now apparent - despite his denials at the time - that Mr Rudd was also busy lobbying in key capitals to become the next UN boss after Ban Ki-moon finishes his term in December.
But in July, Mr Turnbull torpedoed this ambition, refusing to nominate him.
"I am a lifelong supporter of the UN: as a student, diplomat, foreign minister, prime minister, and now as an ordinary citizen," Mr Rudd writes.
"The UN has not always been universally popular in my home country, Australia. But I have long been proud to be among its principal defenders in the hurly-burly of our national politics."
Warning about the danger of a Darwinian view of international relations based on the "survival of the fittest", Mr Rudd's writes his ideas for reform stem from a belief the UN "is not broken, [but] it is in trouble" and is too often taken for granted.
He warns of a rapid deterioration in US relations with Russia and China - three of the permanent members of the UN Security Council who wield veto powers - and a "potent cocktail of nationalism, protectionism and xenophobia" threatening the world.
"It is irrational to expect the United Nations to do everything," Mr Rudd writes.
But he says a collapse of the institution created out of the ashes of World War II would have a "chaotic impact", and that there is no prospect of creating a new global organisation to take its place.
The UN was founded after a summit in San Francisco in 1945 and Mr Rudd writes that the 70-year history has seen "sound achievements", including avoiding another global war, limiting the spread of weapons of mass destruction, and mostly eliminating disease such as smallpox and polio.
But he says mass atrocities - including in Rwanda and Darfur - an ineffective response to the war in Syria and the refugee crisis, and the absence of the UN during negotiations with Iran over its nuclear program, showed the UN's failings.
"And if it fails to adapt, the UN will slowly slide into the shadowlands," Mr Rudd writes.
No chance of that for Kevin.
