WA police are hoping personally-delivered letters from officers to hoon drivers who continually put other motorists' lives at risk will help reduce the number of deaths on WA roads.
Last year 184 people died on Perth roads - 24 more than 2013.
Assistant Commissioner Nick Anticich said on Sunday that a letter would be mailed to motorists who police have identified as "high risk drivers".
He said drivers who have accrued a large number of demerit points would be targeted and the letter was intended to personalise the "contact between police and people".
"In the case of the Wheatbelt, the intent is to take it a step further: a personal delivery made by a police office of that letter from the police commission," he said.
"It will be face to face engagement.
"The intent and the hope is it will change behaviour . . . that when people see that letter and visitation it will strike a chord.
"We would much rather be there talking to the family and delivering a letter than turning up and announcing the death of a loved one."
Mr Anticich said the majority of WA drivers "did the right thing".
He said of the 1.6 million license holders in WA, 69 per cent of drivers have no accrued demerit points.
But he said there were a small percentage of drivers who were at risk of killing themselves or other road-users.
"462,000 drivers have accrued between one to two points, 158,000 between five and eight and ,when we get to the top end of the scale, those drivers with 12 or more points equate to around 16,000 drivers in WA," he said.
"We see 23 per cent who are at fault in crashes did not have a valid driver's license.
"Thirty two per cent had at least once previous being suspended from driving, 30 per cent had at least one previous drinking driving or drug conviction and 14 per cent had two or more of such convictions."
Mr Anticich said one of the most alarming figures showed 70 per cent of people at fault in car crashes had two or more previous traffic fines.
"And more than 85 per cent of those infringements were for speeding," he said.
"Speed has been a factor in 25 per cent of fatal accidents.
"It is our belief that a core group of people who have previous been convicted for similar type of offending that are likely to appear predominatley in fatal and serious crashes."
