Set for August 11 at Bunbury Regional Entertainment Centre, the event will feature taiko drumming, anime cosplay dance, a bonsai display, a tea ceremony, and origami.
City of Bunbury Mayor Gary Brennan painted the left eye of a Daruma Doll on June 15, symbolising the beginning of a new opportunity.
Mr Brennan will paint the other eye during the festival.
City of Bunbury International Relations senior officer Carol McDowall said the city was committed to preserving its connection with Japan.
“We hope people have a great time, eat some yummy food, buy some new things, get creative with some of the Japanese art, and maybe get inspired to travel to Japan,” she said.
The festival was organised to celebrate the 25th anniversary of the sister city relationship between Bunbury and Setagaya.
Mr Brennan and fellow City of Bunbury representatives visited Setagaya last month in honour of the anniversary.
