Next week, community members will gather at the City of Bunbury's headquarters to discuss the proposed $40 million CBD Civic and Cultural Precinct.
Bunbury resident, and 2019 Local Government Election candidate, Marina Quain collected 140 signatures, before presenting the petition to the city.
As a result, a special electors meeting will be held at 6pm on Tuesday, August 27.
"As part of my campaign to become a City of Bunbury councillor, I started to engage more with various sectors in the community," Ms Quain said.
"Many people in the community were not aware that a $40m project was being planned for the CBD. I believe this is a major issue.
"I want to make sure that the community is properly informed and consulted.
"The special electors meeting will give residents the chance to learn more about the plans. It will also give them the opportunity to have their say."
The city unveiled concept designs for the precinct in July 2018.
The proposal includes a civic square, designed to create a link between the South Furniture car park and the Bunbury Regional Art Gallery.
The city also revealed plans for a multi-storey car park in the area.
After making the announcements, the city set up an online forum - via Social Pinpoint - for community members to express their thoughts and ideas.
Chief executive officer Mal Osborne was tasked with putting together a business case for the project.
City of Bunbury Mayor Gary Brennan described the special electors meeting as "unnecessary".
"Two years ago, we invested some money to get concept designs drawn up by Bollig Design Group. They then prepared a conceptual proposal," he said.
"The council called upon city staff to prepare a business case, and they are now in the process of completing it.
"There has been no decision made on the proposed Civic and Cultural Precinct. It is a work in progress."
