Boyanup resident Nicolas Pozniakov would like to help the Shire of Capel and the community over the next four years.
Mr Pozniakov has worked in manufacturing, mining, quarrying, and dredging industries across Australia and the globe.
He fulfilled various general management and supervision positions, before announcing his retirement.
Mr Pozniakov moved to Boyanup in 2002, before taking on committee memberships with the Bunbury Port Authority and the Boyanup Progress Association.
"I believe the Shire of Capel region and the South-West have a lot of potential," he said.
"The area has a unique mix of primary, secondary, and tertiary industries."
Eager to voice his concerns, Mr Pozniakov recently made the decision to run council.
He and 12 other community members submitted their nominations last month.
If elected, Mr Pozniakov will seek to make positive changes designed to benefit the shire and its residents.
He would like for council to focus on roads, rubbish, and rates.
"When I received my last rate return, I decided to put my hand up for council," he said.
"I believe the shire needs to go back to basics.
"I am now calling upon all community members to vote for the newer candidates.
"Now is the time for change."
The results of this year's Local Government Elections will be revealed on Saturday, October 19.
