Two people have been killed and two other people were injured in a "stabbing incident" in the Dutch town of Almelo, local police say.
It was initially unclear what exactly happened.
Among the injured is reportedly a man who shot a crossbow from a balcony.
The suspect was arrested, according to police.
Whether the man with the crossbow has anything to do with the fatalities has not yet been disclosed.
The investigation is still ongoing.
When police officers arrived at the scene, according to witnesses, a man was standing on a balcony, topless, with a crossbow.
Video footage shows the man with the weapon and reporters said the man had fired at least one arrow.
The neighbourhood was cordoned off.
The police asked residents to stay in their flats and the all-clear was only given hours later.
