A would-be entrepreneur has been arrested after triggering a police operation in Sydney's city centre when he apparently went to pitch an app to senior officers.

The man was found on level 21 of an office building on Elizabeth Street housing NSW Police executives about 12.15pm on Wednesday.
"He was trying to introduce some sort of app to police, to show an app to sell," Inspector Wayne Ashworth told reporters on Wednesday.
"It's very early stages but that's what we believe may have taken place."
The man was arrested on nearby College Street, on the other side of Hyde Park from the office building, after police vehicles swarmed the scene in response to the reported security breach.
"All we had at the time was a male on the 21st floor ... and a lot of the floors in this building are empty, so that's what raised our concerns," Insp Ashworth said.
The arrested man was co-operating with police and had been taken to Day Street police station to be interviewed.
"At this stage we're looking at trespass offences, but it's very early stages," Insp Ashworth said.
